It has been reported that :
Mrs Mcstay had called CPS on Mr Mcstay's exwife and her new husband but it "backfired".  The Mcstay then was planning to run to Mexico investigating rather they needed a passport to enter etc... But later became sooner when the Mcstay family learnt CPS was coming for the children. The left the house brutly and stayed the next few days stay in San Diego not going home buying toys to pacify the children as they ponder over leaving everything in order to save their children from the CPS Omnicare trafficking ring. Finally they pull to a parking lot sat in the car eating every-bodies' favorite American fast food while crying and getting the nerve to leave the United States forever.

Sheriff Bill Gore nor San Diego CPS  wanted to find the Mcstay family once the CNN covered the story.  Instead CPS involvement was covered up and Bill Gore's  plan was to not  find/look for  them, afraid it would lead to a "secret" being exposed if they were fount and broadcast all over CNN.   That was till the Hakken family ran from CPS and CNN fount them in Cuba, that is the day San Diego Bill Gore decided to give the case to his former employees (FBI) to  track down and "take care" of the Mcstay family in Mexico to keep the big secret.

J&J and Omnicare had/has a Secret that made them realize this secret had to be kept at all cost and they had to get an agreement before the secret was ever leaked so they would have the double jeopardy  protection.

So J&J signed one of the largest health care fraud settlements EVER in less than 21 days.
